The distracters aren't really effective if there's not a plausible argument for them. That's largely the point of distracters. The goal is to identify the best answer.

If the distractors are wrong, just not so blatantly wrong as the wrong answer, average test takers can find the right answer by elimination, and the detailed test results (separating out wrong versus distracted) serves to separate the very stupid and stupid.
