The cost is fundamentally unknown. It is reasonable to determine what the average cost of a thing is, but that is not helpful information because when we leave the average the costs can become profoundly immense. More people are upset with an estimate that is off by multiple orders of magnitude than by no estimate at all, and that will happen.
As minimum they should be obligated to answer yes/no questions like "is consulting with this specific doctor covered by my health insurance"
If that is too risky to answer I guess they can insure themselves.
Or force health insurance companies to make legally binding answers.

I expect that smokers are more likely to die due to prolonged lung-related diseases rather than something acting quickly. And therefore increase costs.

I tried to send 400 Euros the the Netherlands from Sweden this week.
I am regularly sending money abroad and receiving it (from 50 euro to 100 000 euro) and never run into real troubles. Within EU all transfers were free.
My startup has employees in Pakistan
OK, I have not tried this. I bet that sending money to Iran would also be troublesome.

Using it as tech manual is not going to be effective. But for example some dose of stories about heroism, with part of them about openly fictional one, seems a good part of information diet.

Well, for now they try for example with Latvia, Tibet, Hong-Kong, Taiwan, bunch of places in Africa (all in various coercive stages). Hopefully they will bungle it as most as they can.
And on top of that, I expect that they - like any other humans and nearly all animals - would proceed to run extractive imperialism if they could get away with it. (to the limits of their abilities, for deer it would be gorging on all the grass they have. Still smarter than say praising Mao.)
